Generally speaking, we advocate that Policy be addressed first. We see this as the visionary expression of WHAT the CDC plans to do. Of course SBA outlines the general parameters and approach to the program. But you, your board, together with staff and the community have an opportunity to personalize the approach and to customize it to the needs of your targeted market area.
SBA Lending Procedures tend to be more highly detailed documents specifying the WHO (clarify the roles), the WHEN (who does what and when), and the HOW (what tools should be utilized such as checklists, ticklers and other quality/efficiency job aides to get the job done well.) The procedures can be further detailed in a step by step approach we call "Desktops" because they trace the flow of the loan from role to role (desk to desk). Naturally our Procedures have multiple attachments including flow charts and other visuals to clarify the process for all concerned.
